Put the fish in a big glass dish skin side down and sprinkle the lemon zest and parsley over the top.
Squeeze the lemon juice over it, and then add the black pepper. Chill for 12 minutes.
Preheat the broiler and spray nonstick cooking spray on the broiler pan.
Take the halibut out of the glass dish and put in on the broiler pan skin side down.
Broil for about 9 minutes.
The time depends on how thick the fish is. 10 minutes per inch is a good guideline.
Serve the lemon parsley halibut with wild rice and mushrooms or with a rice pilaf.
